Phase 1: Current Generation Tires

To prevent the problem from growing even larger, Phase 1 of the program keeps scrap tires out of the waste stream as they are generated.  When retailers install new tires on consumers' vehicles, the used tires removed from the vehicles are kept on-site by the retailers, picked up by collectors and transported directly to processing facilities for recycling.

This is done at no cost to the retailer.  The cost is covered entirely by the SSTC through the revenue generated from tire recycling fees collected throughout the province.

Phase 2: Landfill Clean-Up

Any surplus revenue left each year over after Phase 1 is completed is devoted towards Phase 2 of the program.  This involves the clean-up and recycling of tire stockpiles built up over several decades in city, town, village and rural municipal landfills throughout Saskatchewan.  Municipal councils must register with the SSTC to have their landfills cleaned, and pass a bylaw prohibiting the disposal of scrap tires in their landfills in the future.  As of 2007, about half the municipal landfills in the province had been reclaimed, with the other half remaining to be addressed.

This clean-up is done once per landfill at no cost to the municipality.  It is covered entirely by the SSTC through surplus revenues generated from tire recycling fees once Phase 1 activities have been completed.

Phase 3: Private Stockpiles

Now that Phase 2 is completed and all municipal landfills in the province have been cleared of tires, Phase 3 of the program can begin. This will involve the clean-up and recycling of tire stockpiles found on private properties throughout Saskatchewan. This is a pilot project that is currently limited to 28 RMs in southwest Saskatchewan. Following a successful clean up in this area the borders will be expanded to include additional areas. Not all tires are created equally.  In order to better reflect the actual costs of handling and recycling the various sizes and types of tires, a tiered tire recycling fee (TRF) structure has been established.  Fees are charged on each tire, and GST must be added to the TRF.

Tire Recycling Fee Schedule


Passenger Car/Light Truck - $4.00 TRF

  • Rim sizes 8"-30"
  • Passenger, Light Truck, Trailer Service
  • ATV Tires
  • Front Tractor and Implement (up to 16" rim)
  • Lawn and Garden Equipment (if applicable)


Medium Truck Tire - $9.00 TRF

  • Rim sizes 15"-24.5"
  • Industrial Tires
  • Press-on Solids
  • Skid Steer Tires
  • Front Tractor and Implement 16.1" rim and larger


Agriculture - $15.00 TRF

  • Rim sizes 24"-54"
  • Agriculture (all rear and front-wheel drive)
  • All Tires Designated R-1/R-1W/R-2/R-3/R-4/HF1/HR2/HF3/HF4
  • A maximum of 8 tires is charged on new agricultural machinery


Off the Road, Category I - $35.00 TRF

  • All Off the Road, Mining, Earthmover, Construction within classification up to 23.5-25 Tires
  • All Forestry Tires
  • Rubber Tracks on All Agricultural and Industrial Equipment 


Off the Road, Category II - $75.00 TRF

  • All Off the Road, Mining, Earthmover, Construction within classification up to 26.5-25 up to and including 39" rim size
  • Off the Road Tires above 39" rim are not part of the tire recycling program. No recycling fee is applied and no disposal service is provided.


EXEMPTIONS

  • Wheelbarrow tires, wheelchair/electric aid tires, bicycle tires, and any tire with a rim size of less than 7". 
  • Fees are chargeable on the disposal of a scrap tire without the purchase of a new one.
  • Fees must be charged on replacement warranty tires.
  • Fees are not charged on the purchase of recapped tires. However, at the end of their useful lives, a TRF may be charged upon collection to ensure proper disposal of casing rejects.
  • Tire tubes may be submitted for collection and recycling at no extra cost.
